The Police Regional Office 10 under the leadership of PCSUPT AGRIPINO G JAVIER, Regional Director adheres to the Rule of Law and the Respect for Human Rights and Dignity in the implementation of Martial Law in Mindanao declared by President Rodrigo R. Duterte.
In the social media, the statement of Human Rights Watch (HRW) Deputy Director for Asia Phelim Kine dated May 26, 2017 said, “That Duterte’s Martial Law threatens to widen the Human Rights Abuses in Mindanao that could rival the murderous ‘Drug War’ in urban areas".
PRO 10 Advisory on the Declaration of Martial Law
The Police Regional Office 10 under the leadership of PCSUPT AGRIPINO G JAVIER, Regional Director reminds the public on the do’s and don’ts covering the declaration of Martial Law in Mindanao of President Rodrigo R. Duterte.
The writ of habeas corpus will be suspended especially to the violations relative to “rebellion or terrorism” or “in aid of rebellion or terrorism”
The individual private gun owner was also reminded that Permit to Carry Firearms Outside of Residence (PTCFOR) is also suspended in the region.

DO'S IN MARTIAL LAW:
1. All PNP personnel shall at all-time respect the human rights and dignity of the suspect;
2. Shall strictly observe the Police Operational Procedure;
3. Shall stringently follow the provisions of Republic Act No. 7438, or the "Rights of Persons Arrested, Detained or under Custodial Investigation"; and
4. Shall strictly obey the provisions of Republic Act No. 9745, or the "Anti-Torture Act of 2009".
A Total of 61 Heavy Equipments Burned by NPA
Police Regional Office 10 has recorded 61 burning incident torching down trucks, backhoes and pieces of equipment as well as agricultural products attributed to the communist New People’s Army in some provinces in Northern Mindanao since January 2010 to present.
PCSUPT JAVIER reveals that aside from torching/burning incident, there were also 13 robbery/extortion to ordinary people and business establishments including the ransacked in DASIA Security Agency and 10 abduction incidents of uniformed personnel and civilians, these includes the abduction of PO2 Natividad last February 9, 2017.
