PBGEN RICARDO G LAYUG JR., Regional Director, PRO10 lauded the operating units for successfully executing the 3-days Simultaneous Anti-Criminality Law Enforcement Operations from December 8 to 10, 2023, regionwide.
The operation resulted in the total arrest of 55 individuals involved in illegal drug activities and illegal possession of firearms.
PRO10 implemented 13 search warrants on R.A. No. 10591, otherwise known as Comprehensive Firearms and Ammunition Regulation Act, resulting in the apprehension of nine individuals, confiscation of 5 various firearms, and one explosive.
A total of 10 search warrants were also implemented on R.A. No. 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002, resulting in the arrest of seven individuals, seizure of more or less 36.6 grams of shabu with an estimated Standard Drug Price of PhP 248,880.00, and confiscation of one firearm.
Subsequently, PRO10 scores big in the campaign against illegal drugs. A total of 24 buy-bust operations were conducted which resulted in the arrest of 25 drug personalities, seizure of approximately 36 grams of shabu with an estimated Standard Drug Price of PhP 244,800.00, and confiscation of four various firearms.
Another special police interventions were also conducted focusing on Bakal Sita, Police Response, Checkpoint, and Service of Warrant of Arrest which resulted in the confiscation of 18 various firearms and apprehension of 14 individuals.
“I would like to extend my heartfelt appreciation to all the operating units who worked tirelessly in executing police operations to apprehend suspects and criminals. Our concerted effort and dedication to duty are what enable us to successfully do our job right in ensuring public safety and security in our communities. Ipagpatuloy lang po natin ito at magtulong-tulong po tayong lahat,” he said.
He further added that PRO10 remains committed in its pursuit of making Northern Mindanao a progressive and peaceful place to live, work, and invest. ###

The Police Regional Office 10 (PRO10) officially launched its program thrust dubbed as “Serbisyong C.A.R.D.O., Serbisyong may Puso” during the Monday Flag Raising Ceremony and Awarding of PNP Personnel with Significant Accomplishment held today, December 11, 2023, at the RHQ Grandstand, Camp 1Lt Vicente G Alagar, Lapasan, Cagayan de Oro City.
PRO10 has embraced a holistic approach encapsulated in the acronym C.A.R.D.O., symbolizing Commitment to Excellence and Efficiency, Adherence to PNP Policies and Programs, Respect for Human Rights, Dedication to the Rule of Law, and Outstanding Collaboration and Partnership with the Community and Stakeholders.
“Our aim is to make every police officer of PRO10 highly capable, accountable, principled, efficient, respectful, law-abiding, and reliable reinforced by an empowered community,” said PRO10 Regional Director PBGen Ricardo G Layug Jr.
He also said that this program is aligned with the 5-focused agenda of the Chief of the Philippine National Police, PGen Benjamin Casuga Acorda, Jr., and the “Bagong Pilipinas” brand of governance and leadership adopted by the President Ferdinand Romualdez Marcos, Jr.
PBGEN LAYUG JR. spearheaded the program's launch, accompanied by the representatives from the NAPOLCOM 10, Department of Interior and Local Government 10, Commissioned on Human Rights R10, Regional Peace and Order Council 10, Regional Advisory Group for Police Transformation and Development 10, Local Government Unit of Iligan City, Municipality of Kauswagan, Lanao Del Norte, and Panaon, Misamis Occidental, Philippine Wide Anti-Smoking Operation for Health, Philippine Coalition Against Crime and Coalition Group, Task Force Quatro and Living Christian Mission.
Highlights of the program included the presentation of awards to the deserving PNP Personnel who have done commendable acts in the performance of their duty, awarding of the cleanest office, and the signing of Memorandum of Understanding (MOU) and Pledge of Commitment between RD PRO10 and Stakeholders.
PBGEN LAYUG JR. emphasized that the MOU signifies not only a legal agreement but more importantly a shared commitment to the well-being and safety of the community.
"By affixing our signatures on the Memorandum of Understanding, let us remember that our commitment goes beyond mere words on paper. Our commitment is a promise to work collaboratively and tirelessly towards the shared goals of safety, justice, and community well-being," he said.
The program is inspired by the character of Ricardo Dalisay in “Ang Probinsyano” who is God-fearing and family-oriented and embodies humility, bravery, integrity, resilience, and loyalty to public service. ###

Another 20 drug affected barangays in Region 10 were declared as drug-free yesterday, December 13, 2023, said PRO10 Regional Director PBGen Ricardo G Layug, Jr.
As of December 14, 2023, PRO10 has declared a total of 1,482 or 79.42% across the region as drug cleared from illegal drugs.
The following 20 barangays have been declared drug-free: Brgy. 2, Talakag, Bukidnon; Brgy. Tongantongan, Valencia City, Bukidnon; Brgy. Vista Villa, Sumilao, Bukidnon; Brgy. Panaliwad-on, Salvador, Lanao del Norte; Brgy. Dalama, Tubod, Lanao del Norte; Brgy. Boundary, Sapang Dalaga, Misamis Occidental; Brgy. Bitibut, Sapang Dalaga, Misamis Oriental; Brgy. Libertad Bajo, Sinacaban, Misamis Occidental; Brgy. Cogon, Balingasag, Misamis Oriental; Brgy. Napaliran, Balingasag, Misamis Oriental; Brgy. Baliwagan, Balingasag, Misamis Oriental; Brgy. Pagawan, Manticao, Misamis Oriental; Brgy. Mahayahay, Manticao, Misamis Oriental; Brgy. Bagubod, Gingoog City, Misamis Oriental; Brgy. Murallon, Gingoog City, Misamis Oriental; Brgy. Mimbalagon, Gingoog City, Misamis Oriental; Brgy. Gracia, Tagoloan, Misamis Oriental; Brgy. Madahilag, Talisayan, Misamis Oriental; Brgy. 25, Cagayan de Oro City; and Brgy. Santo Rosario, Iligan City.
Further, 384 barangays have remained affected by the drug menace. RICARDO G LAYUG JR., Regional Director, PRO10 emphasized that the cooperation of the PNP, other agencies, local government units, and the community have been instrumental in achieving these significant milestones.
“Our collective efforts in the drug-clearing operations have been successful. We are taking significant step towards a safer and healthier community.
The clearing of this 20 drug affected barangays is a testament to our dedication, hardwork and unwavering commitment. We must continue to strive for a drug-free region, and I have no doubt that with our program thrust C.A.R.D.O. which highlights the outstanding partnership and collaboration with the community and stakeholders, we will achieve this goal.,” he said.
He also said that PRO10, together with the PDEA and other concerned agencies, remains fully committed to clearing the remaining affected barangays. ###
