PRO 10 Successfully Passed the Unit Revalida for the Institutionalization, the Last Stage of the Performance Governance System (PGS)
The Police Regional Office 10 (PRO10) achieved a significant milestone on Friday, November 17, 2023, by presenting the Institutionalization Stage Performance Governance Report at Camp 1Lt Vicente G Alagar, Lapasan, Cagayan de Oro City.
The presentation underwent a thorough examination by a panel chaired by PMGEN HAROLD B TUZON, Officer-In-Charge (OIC), Area Police Command- Eastern Mindanao (APC-EM), together with PBGEN VICTOR V AREVALO, Director, Center for Police Strategy Management (CPSM), PBGEN NOEL A BARACEROS (Ret), Former Chairperson NAGPTD/President Bayaning Pulis Foundation, PCOL ERCY NANETTE P MADRIAGA, Deputy Director, CPSM.
Notable panelists present also included Mr. Erwin Pio B. Bollozos, Chairperson, RAGPTD, Mr. Antonio D. Uy, Chairperson, Committee on Community Perspective, RAGPTD, and Ms. Francis Thaise A. Cimene, RAGPTD member.
The Unit Revalida featured a detailed presentation of PRO10's accomplishments, emphasizing the unit's commitment to performance governance initiatives. The presentation highlighted critical elements of the strategy, including the Charter Statement, Strategy Map, Unit Scorecard, and Strategic Initiatives.
PRO10 Regional Director PBGen Ricardo G Layug Jr. expressed his elation at the dedication and hard work demonstrated by the entire PRO10 personnel throughout the PGS Institutionalization Stage. He emphasized the commitment to upholding the highest standards of professionalism and accountability in serving the community.
The presentation of PRO10’s accomplishments, the panel examination, and the transparent discussions underscored PRO10’s commitment to openness and continuous improvement.
“As we move forward, we are confident that the strategic change agenda we've set in motion will result in transformative outcomes, enhancing our operational effectiveness and reinforcing the trust of the communities we serve,” he said.

PRO 10: NorMin Index Crime Drops by 7.24%
PRO10 Regional Director PBGen Ricardo G Layug Jr. is elated over the significant reduction in the index crime rate in the region on Thursday, November 16, 2023.
Data revealed a 7.24% decrease in index crimes during his first month as Regional Director of PRO10 in October 2023 compared to the previous month.
The total index crime stood at 152 cases in September 2023, while this PRO recorded a significant improvement with 141 total index crimes in October 2023.
While theft, physical injuries, and rape persist as the top three crimes with the highest reported cases in the region, nevertheless, they are decreasing. PBGen Layug expressed his satisfaction and said, “The notable decline in crime rates is a result of the concerted efforts of our law enforcement agencies and the support of the community. We remain committed to creating an environment where our citizens can live, work, and do business.”
However, crime clearance efficiency illustrates a decrease compared to the previous month since under DOJ Department Circular No. 020 Series of 2023 cases covered by these guidelines will undergo case build-up before they are elevated to preliminary investigation.
PBGen Layug then emphasized the importance of community engagement, intel-driven policing, and collaboration with local agencies in crime prevention.
“We understand the importance of building trust and collaboration with the community. Through our community-oriented policing strategies, we aim not only to address existing challenges but also to prevent the occurrence of crimes,” he said.
The decline in index crime rate demonstrates the dedication and collaborative effort of the men and women of PRO10. Thus, PRO10 urges everyone to continue supporting the authority in the campaign against all forms of criminality. ###

RMDU 10 Conducts ‘Serbisyong Pangkalusugan’ for PRO10 Personnel
The Regional Medical and Dental Unit 10 (RMDU10) has extended its services by conducting a Serbisyong Pangkalusugan: a Health Fair para sa Higalang Kapulisan with PBGEN RICARDO G LAYUG JR., Acting Regional Director, PRO10 as guest of honor and speaker at the Multi-Purpose Hall, Camp 1Lt Vicente G Alagar, Lapasan, Cagayan de Oro City on November 8, 2023.
The activity was dubbed as “Healthy Higalang Pulis dahil Alagang C.A.R.D.O” which involves a diverse range of activities and health promotion offerings that cater to various aspects of healthcare.
As November being Lung Cancer Awareness month, the RMDU 10 invited Dra. Irene Fustina J Casiño, a distinguished Resource Speaker from the Philippine College of Chest Physicians, to discuss about the healthy lifestyle and understanding lung cancer, including its diagnosis and management. In addition, PCpl Caryl Jean C Hisoler provided valuable insights into stress management.
The event offered various free services such as Random Blood Sugar Screening, Flu and Pneumonia Vaccines, Total Cholesterol Screening, ECG, Hand/Foot Massages, Eyeglasses, Back Massages, Haircuts, Manicure/Pedicure services, Karada Scans for Body Fat, Nutritional Counseling, and many more.
In his message, PBGEN LAYUG underlined the importance of maintaining individual health and said, “While we work tirelessly to protect and serve our communities, we must also remember to safeguard our own well-being. It is essential that we take proactive steps to maintain our health and ensure that we are fit to serve the community.”

CAMP ALAGAR, Cagayan de Oro City – Personnel from the Malitbog Municipal Police Station, Bukidnon Police Provincial Office, apprehended a suspect for an alleged 'Kontra Bigay' violation, as stipulated under COMELEC Resolution No. 10946 Section 25, on October 29, 2023, at Crossing Sta. Ines, Malitbog, Bukidnon.
COMELEC Resolution No. 10946, Section 25, explicitly outlines the prohibition against the possession or delivery of coins, notes, money, cards, pay envelopes, bags, groceries, tokens, or anything of value, together with sample ballots or other campaign materials in favor of or against a candidate.
The suspect was apprehended during the conduct of a COMELEC checkpoint who was caught red-handed in possession of assorted bundles of money, each clipped with papers bearing the printed name of a Barangay Kagawad candidate, with a total value of ₱43,250.00.
The suspect is now under the custodial facility for proper disposition. A case for violation of section 261 of Comelec Omnibus Code was being prepared against the suspect.
Acting Regional Director of PRO10, PBGen Ricardo G Layug Jr., commended the operating unit for apprehending the suspect and said, “We are committed to ensuring the integrity of the electoral process, and the enforcement of 'Kontra Bigay' is crucial in upholding the principles of fair and honest elections."
He then urged the public to report any unusual activities related to vote buying, vote selling, or any other election matters in their area of responsibility to the nearest police station. ###
